City threat summary

Stockholm presents a multifaceted security environment, with multiple Western governments issuing cautionary advisories — the U.S. State Department at Level 2 (Exercise Increased Caution) and Canada at Level 2 (Exercise a High Degree of Caution) — primarily citing terrorism risk.

Sweden's national terrorism threat level is currently set at Level 3 ('elevated threat') on a five-step scale, indicating that an attack remains a real possibility; transportation hubs and airports are explicitly named as potential target categories.

Stockholm also experiences elevated gang-related violence, including shootings and explosive incidents in public spaces, alongside a pattern of disruptive civil demonstrations that have increasingly required police intervention.

Country overview

Sweden's security environment remains serious, with SÄPO maintaining the terrorist threat level at the third tier of a five-level scale and the Security Service identifying Russia as the greatest foreign state threat facing the country.

Internal Schengen border controls have been extended through November 2026 in response to cross-border crime and terrorism-related threats, reflecting the continued pressure on national security structures.

A general election scheduled for 13 September 2026 introduces a period of heightened civil and political activity that may briefly elevate the potential for public disorder.
