FBOs at Toronto Billy Bishop Toronto City CYTZ YTZ

City threat summary

Toronto presents a generally manageable security environment, though travelers should remain alert to opportunistic street crime — including petty theft and vehicle break-ins — particularly in high-traffic public areas.

Civil unrest risk is present, as demonstrations occur periodically and can arise with little notice; travelers are advised to avoid protest activity.

The terrorism threat environment has grown more complex in recent years, driven by global conflict dynamics, online radicalization, and an increase in hate crimes, prompting the formation of dedicated counterterrorism and high-visibility tactical units by local law enforcement.

Country overview

Canada remains one of the lowest-risk operating environments globally, rated at Level 1 by both the U.S. State Department and the UK's FCDO, with normal precautions sufficient for most travelers.

The primary security concerns are opportunistic petty crime in tourist areas and an evolving national security landscape that includes espionage, malign foreign interference, and ransomware threats to critical infrastructure — none of which materially elevates day-to-day traveler risk.

The minority Liberal government under Prime Minister Mark Carney is functioning, with the next mandatory federal election not due until October 2029, though political conditions bear monitoring given the slim parliamentary margin.

The 2026 FIFA World Cup is generating elevated visitor volumes in host cities, requiring additional planning around crowds and transport logistics.
