City threat summary

Jakarta carries a U.S. Department of State Level 2 advisory citing terrorism, civil unrest, and natural disaster risk, with the city assessed as a high-threat environment for street crime and a medium-threat location for political violence.

Civil unrest is frequent, with demonstrations capable of escalating into clashes with security forces and disruption to public infrastructure, as evidenced by significant unrest in the city in mid-2026.

The terrorism threat from Islamist extremism remains active; both the U.S. and UK governments assess that airports are among the categories of potential targets, and Indonesian authorities continue to actively disrupt attack planning.

Country overview

Indonesia operates under a persistently elevated security environment, with the U.S. State Department rating the country at Level 2 (Exercise Increased Caution) for terrorism and natural disasters, while separately designating Central Papua and Highland Papua at Level 4 (Do Not Travel) due to civil unrest and separatist violence.

Recurring waves of mass protests against President Prabowo Subianto's administration — driven by economic pressures including rupiah depreciation, fuel price hikes, and contentious labor legislation — have sustained nationwide civil unrest through mid-2026.

Active volcanic hazard zones, ongoing armed conflict in Papua's highland interior, and a residual terrorism threat from still-active extremist networks compound an already complex operating picture.
