Country overview

Azerbaijan operates under a substantially elevated threat environment shaped by active regional conflict along its southern border with Iran, persistent terrorism risks in Baku, and an unresolved peace framework with Armenia that leaves border areas sensitive.

The U.S. State Department rates Azerbaijan at Level 3: Reconsider Travel, with a Level 4: Do Not Travel sub-advisory for the southern border region, while the UK FCDO advises against all travel to certain border districts and all but essential travel to recently recovered territories.

The overall threat posture has worsened, driven by the onset of hostilities between the United States and Iran in early 2026, which introduced direct kinetic risks to Azerbaijani territory.
