Country overview

Portugal remains one of the world's most politically stable and safe operating environments, rated at the lowest advisory tier by the U.S. State Department, UK FCDO, and Australia DFAT.

The principal day-to-day risks are opportunistic petty crime in tourist areas and occasional public demonstrations, including a vigil held outside the U.S. Embassy in Lisbon in July 2026.

Portugal's terrorism threat level is assessed by Portuguese authorities at Level 3 ('Significant') on their five-tier scale — a rating in place since October 2023 — though no attacks have materialised and counter-terror operations remain active.

The broader political environment is characterised by parliamentary fragmentation and coalition uncertainty, but Portugal's democratic institutions have demonstrated durability through successive electoral cycles without institutional damage.
