City threat summary

Paris operates under an active counterterrorism posture, currently positioned at the intermediate 'vigilance renforcée' stage of the national Vigipirate framework, reflecting sustained and credible threats to public spaces, tourist sites, and high-footfall locations including airports.

The U.S. Department of State has issued a Level 2 — Exercise Increased Caution advisory for France, citing terrorism and civil unrest, while the UK FCDO assesses that terrorists are very likely to attempt attacks in France using methods including knife attacks, shootings, bombings, and vehicle attacks.

Paris also experiences elevated street crime concentrated at transit hubs and airports, and periodic civil demonstrations that can disrupt transportation and, on rare occasions, escalate to property damage or require police intervention.

Country overview

France operates under a persistently elevated terrorism threat environment, with the Vigipirate national alert system held at its highest level and security visibly reinforced across major transport hubs, tourist sites, diplomatic premises, and religious and cultural institutions.

Political instability has become an entrenched feature of the domestic landscape following the fractured July 2024 parliamentary election, with successive no-confidence votes, a budget passed by constitutional bypass, and deep public distrust of political institutions shaping the governing environment ahead of the 2027 presidential race.

Operational conditions for travelers remain broadly manageable, with terrorism, petty crime, and intermittent civil unrest and strike activity representing the primary day-to-day concerns.
