City threat summary

The U.S. Department of State rates the United Kingdom at Level 2: Exercise Increased Caution, primarily due to terrorism.

The UK-wide terrorism threat level stands at SEVERE, while Northern Ireland carries an additional SUBSTANTIAL threat specifically from Northern Ireland-related terrorism, with dissident republican groups continuing to conduct attacks primarily targeting security forces but with potential for broader community impact.

Belfast has also experienced recent civil unrest, including incidents of arson and property damage during demonstrations, with the Police Service of Northern Ireland warning of continued threats from protest-related violence.

Country overview

The United Kingdom operates under a SEVERE national terrorism threat level, as assessed by JTAC and published on MI5's official website, meaning a terrorist attack is considered highly likely.

The U.S. State Department maintains a Level 2 (Exercise Increased Caution) advisory for the UK, with terrorism as the sole active risk indicator following the removal of unrest and crime indicators in September 2026.

The overall security environment is best characterized as elevated and worsening, driven by converging Islamist, extreme right-wing, and state-linked threat streams.
